About Progressive
Progressive was founded in 1937 in Cleveland and is headquartered in Mayfield, Ohio, according to Wikipedia. It held 15.2% of the U.S. auto insurance market in fiscal 2023, second behind State Farm. Wikipedia reports that by 2026 it ranked first among private auto insurers by premiums over twelve months. It sells online, by phone and through more than 30,000 independent agents.
Forbes Advisor's January 2026 review lists an A+ financial strength rating from AM Best and availability in all 50 states and Washington, D.C.. MoneyGeek's May 2026 review also lists AM Best's A+ rating, along with an A from S&P.
Coverage and add-ons
Insurance Panda's February 2026 review lists these coverage options and services:
- Liability, collision and comprehensive, plus personal injury protection or medical payments coverage.
- Uninsured and underinsured motorist coverage, plus rental reimbursement.
- Rideshare coverage for drivers working through apps.
- Roadside assistance, loan or lease payoff, custom parts and equipment, and mechanical breakdown insurance.
- Non-owner policies and SR-22 filings.
- Pet injury coverage, included with collision since 2007 according to Wikipedia.
Forbes Advisor reports that new car replacement coverage is unavailable. Before choosing a policy, confirm which options are available for your vehicle and state, what they cover and which exclusions apply.
Snapshot and other policy features
Insurance Panda's February review describes Snapshot, a usage-based insurance program, and cites Progressive's claim that participants who save average $322 in annual savings. Savings are not guaranteed: Forbes Advisor's January review cites Progressive's finding that about 20% of Snapshot drivers see a rate increase. On this point Insurance Panda also lists Name Your Price as a shopping tool. Ask how Snapshot could affect your premium before enrolling.
Elsewhere Forbes Advisor describes three levels of accident forgiveness: included protection for small claims up to $500, a loyalty option after five years and a paid option. Check the applicable terms before assuming one accident will qualify. Here Insurance Panda describes a separate Deductible Savings Bank that reduces the deductible by $50 for each period without claims or violations.
Average cost in published analyses
Published averages reflect sample driver profiles. In the same guide, Forbes Advisor's January 2026 analysis reports an average annual cost of $2,239 for a good driver, versus $2,434 nationally. Its DUI profile averaged $2,851 versus $4,251. For an 18-year-old, it found $7,790, about 13% above average. These estimates help compare the profiles studied, but they do not establish what you will pay.
MoneyGeek's May 2026 review uses a 40-year-old man with good credit. It reports monthly averages of $125 for full coverage and $67 for minimum coverage. Its young-driver estimates are about 25% above average, while its DUI estimates are about 24% below average. Separately, Insurance Panda's February review repeats Progressive's claim that drivers who switch and save average more than $900 in savings. That figure applies only to those who saved. Compare two or three quotes with matching coverage, and ask which discounts apply to you.
Strengths and limitations
By comparison, MoneyGeek highlights coverage options, digital tools and financial strength. Meanwhile Forbes Advisor reports a low level of complaints to state insurance departments. For its part, MoneyGeek ranks Progressive fifth nationwide under its methodology, with coverage receiving its highest category score.
Claims service draws weaker assessments. On this point Forbes Advisor reports a C grade from auto repair experts for collision claims handling four years running. Elsewhere MoneyGeek's May review reports below-average J.D. Power results, including a claims satisfaction score of 672 out of 1,000, and higher premiums for young drivers. Complaint levels and satisfaction findings measure different aspects of service; neither guarantees how an individual claim will go.
Pros
- Wide coverage menu with rare add-ons (pet injury, loan/lease payoff, rideshare)
- Strong online and app experience
- AM Best A+ and low complaint levels, per Forbes Advisor
- Among the cheaper options for drivers with a DUI in two analyses
Cons
- C grade for the collision claims process from repair experts, per Forbes Advisor
- Below-average J.D. Power satisfaction scores, per MoneyGeek
- Young drivers pay well above the national average
- Snapshot can raise the rate for some driving patterns
